Earlier, the bind-rpc field of <laminar-configuration> was not used at
all. This was a bug.

LAMINAR_BIND_RPC environment variable.

* gnu/services/ci.scm (laminar-activation): New function.
(laminar-service-type): Extend activation-service-type with
laminar-activation.
