gnu: perl-xml-libxml: Skip test suite for now.

The test suite is broken with the recent libxml2 update.

* gnu/packages/xml.scm (perl-xml-libxml) [inputs]: Replace libxml2 with
libxml2-2.11.
[#:tests?]: Set to #f.
