doc: Remove Debbugs-related documentation.
We've been using Codeberg for more than a year now. Also delete email-flow
related config files.
* doc/contributing.texi (Tracking Bugs and Changes)
<Debbugs User Interfaces>: Delete subsection.
* .patman: Delete file.
* .mumi/config: Likewise.
