pack: Create /tmp in Apptainer images.

Related to <https://bugs.gnu.org/37161> and

* guix/scripts/pack.scm (squashfs-image)[build]: Add /tmp to the set of
directories created.
* tests/pack.scm ("squashfs-image + localstatedir"): Check for /tmp.
