gnu: python-snakemake-interface-report-plugins: Update to 1.3.0.
* gnu/packages/python-science.scm (python-snakemake-interface-report-plugins): Update to 1.3.0.
[arguments]{phases}: Replace them with {test-backend, test-flags}.
[propagated-inputs]: Remove python-pytest.
