build: Do not attempt to build Tamil translation of the Cookbook.
This is a followup to 2a53bb66807bd874bb974e2089968dcbde3c8aa0, which removed
said translation.
* doc/local.mk (COOKBOOK_LANGUAGES): Remove ‘ta’.
