gnu: binutils: Enable zstd compression.

* gnu/packages/base.scm (binutils) [native-inputs]: Add pkg-config.
[inputs]: Add zstd:lib.
(binutils-gold) [#:phases] {set-LD_LIBRARY_PATH}: New phase.
