gnu: python-liblarch: Switch to pyproject.
* gnu/packages/gnome.scm (python-liblarch):
[build-system]: Switch to pyproject-build-system.
[arguments]: Refresh them, improve readability and modernize.
[native-inputs]: Add python-pytest, python-setuptools.
