gnu: osvvm: Fix ’build phase.
It is important to build #$ouput sources in /gnu/store, and not the
sources in the temporary folder within the build environment.
This is required for the build products to point to its origin source files.
* gnu/packages/electronics.scm (osvvm)[arguments]: Update ’build #:phase.
