gnu: make-bootstrap: Fix guile-static for the 64-bit Hurd.

* gnu/packages/make-bootstrap.scm (make-guile-static): When building for the
64-bit Hurd, add CFLAGS to #:configure-flags to relax gcc-14's strictness.
