install: Really overwrite TARGET/var/guix/profiles/system-1-link.

* gnu/build/install.scm (populate-root-file-system): Delete system-1-link
  under TARGET, not under /.  Use 'catch' and check for EEXIST instead of
  (false-if-exception (delete-file ...)).
