gnu: Add gnome-circle module.

* gnu/packages/gnome-circle.scm: New file.
* gnu/local.mk (GNU_SYSTEM_MODULES): Add it.
* etc/teams.scm (gnome): Add it to gnome team.
* CODEOWNERS: Add it.
* po/packages/POTFILES.in: Add it.
